It means they want to keep Tampa game planning for him as much as possible. The concussion protocol is largely a joke and it's just a cya move by the nfl to protect them for future lawsuits. 10-15 years ago Cam would have been back in the game. The only thing that's going to prevent CTE is playing another sport.
