Why the horrendous clock management?

It has been going on since Rivera took over as head coach. There is no exuse for unnecessarily burning timeouts at this level. Clock management tonight was equivalent to that in a high school game. Time and time again Cam is frustrated with the play getting to him on time. This is a problem that has gone on long enough for this team. There is no reason for balls to be snapped so late in the play clock in crucial situations over and over again. One would think it's a relatively easy fix but this has been an issue every season since Rivera took over. I am not sure if it is a lack of urgency or if Shula has trouble calling plays but tonight it was painful to watch this offense operate in crunch time.
