I'm not an expert, but I believe so from what I've read.  I think the only restriction is practicing.

Here's an excerpt from the Sporting News article on Tillman's comments about wanting to play again for the Panthers.  It gives more detail on the timeline of his rehab (still about 2 months before he could do much) and his comments about our coaches & front office...

He had 55 tackles and two interceptions for the Panthers, who were 15-1 after the game in which he was injured. After undergoing surgery five months ago, he said it would "probably be another two months before I'm able to do a few more things."

And here's the NFL.com story: ... Sounds like Tillman isn't thinking of doing anything before the end of training camp.  So, that could make the whole PUP list idea not work.  I don't know how it would work if we signed him towards the end of training camp and he didn't pass the physical / was unable to practice.  I assume in that case he'd have to go on IR, not the PUP, but I'm not sure....

Tillman's comments echo those he made in early January, after tearing his right ACL in the regular-season finale.

Now five months removed from knee reconstruction, Tillman is targeting the end of training camp for a potential return. By that time, Carolina's coaching staff will have a better idea if the 35-year-old is needed as veteran insurance for rookies James Bradberry and Daryl Worley.

If the Panthers do call on Tillman later this summer, he'll be happy to perform his NFL curtain call in Charlotte.

"Being in Carolina felt like I had been there my entire career," Tillman explained. "The team, the community, the atmosphere, that vibe. The Carolinas -- North Carolina and South Carolina -- they showed a lot of love."

Sign this man. Our rookies need some veteran leadership during training camp and preseason and beginning of the season. If he can jump back in let him jump in. But we desperately need his leadership and most of all knowledge to help the youngsters. The youngsters are going to have to speed up and we need a seasoned vet. Even if we sign him sign another vet and rotate out some of these youngsters til they get a feel for the game.

Yep the worst decision gettleman has made so far is letting Norman walk.
