The championships they won still mean something and made them into one of the most prestigious teams in the league.

Do they make them more likely than a team with none (eg us) to compete for and win a championship? Nope, but championships and history can help sell a team to a free agent. Imagine walking into their arena and seeing all those championship banners, or seeing all their championship trophies - they might not help them win another, but it looks impressive. It's the same as the Cowboys or 49ers putting their five Lombardi trophies on show, or the Raiders putting their three Lombardis on show. It doesn't mean they'll win another, it simply helps sell the fact that they are a successful team that has won championships. A full trophy cabinet is better than none...

In their history there have been many great Celtics, some currently in the hall and some will be in the hall, and to pull on the jersey and walk out into the arena and play for the same team can mean something to some players. Will this help them win? Nope, but it's another positive selling point to a free agent. 

Plus, all that history helps promote the Celtic's continued success and competitiveness. This is a major selling point to a free agent because it proves they are a well run team. Look how quick they turned things from the Garnett/Pierce/Rondo era to their current crop. That shows they are a well run team and a well coached team. Add in Kevin Durant and that team could be scarily good. 

Now I appreciate that your comment was based on them stockpiling championships in an 8 team era, and that they would struggle to do the same in this 30 team era. But ultimately their history means a lot and puts them in high standing, regardless of how many teams they competed and won against.
