Previously with Jets and Bears.  Mediocre stats but played in cold weather and interestingly enough a year younger than Nortman and three years younger than Waters while having real NFL experience.  10 years younger than Scifres.  From Myrtle Beach.  Would be cheap.  Fwiw.

Over 45 yards per punt in his first two years and over 43 last year is far from mediocre. We should sign him asap.

Considering Nortman routinely out kicked the coverage I don't think it would be much if any of a downgrade.

Very possible.  It seemed like coaches were not happy with Nortman a few times last year and he was released so there's that.

Having a spam leak (it happens) and spreading it are two different things. Personally I don't mind a little spam for breakfast- a little salty though.
