Wouldn't rule out Jackson. Two speedsters in Ginn and Jackson+ two big bodied receivers in  Funchess and Benjamin(possibly Hill as well). Tie it together with Greg and maybe Hunter Henry? All of a sudden Cam has one of the best arsenals in the league. Plus Ginn and Jackson returning kicks/punts could be electric. Draft an OT or a DT in the second round, corner somewhere later and we've filled quite a few holes. The offense would improve from being the best in the league last year and I'm confident the defense will again be a top 5 unit either way. It could be interesting

I think he is referring to the fact Panthers would be at the bottom of the waiver order.

Any player with at least four accrued seasons is considered a "vested veteran" and is not subjected to the waiver process. Vested veterans become a free agent immediately upon their release and can sign with any team of their choosing.
