Ugh, so many people are clueless to how contracts work it's painful.

So look, just because a player is said to make "16 million per year" that doesn't mean his cap hit is exactly 16 million each year. It just means that that's the average value of the contract as divided by years. You can structure the salary how ever you like to make the cap hit vary from year to year. This is why the first couple of years of a contract's base salary are generally low and the rest is backloaded. This allows the player to receive a large signing bonus up front, the cap hit of which is divided evenly over the life of the contract (this is where dead money comes from, as well as remaining guaranteed salary), while taking an initial minimal salary to keep their cap hit low.

So in summation, a team could sign Norman to a 16 per contract and only have a first year cap hit in the 5-10 range if they chose to do so.
