the owners of the dog also need to be held accountable for incidents like this.  They are the one's who acted irresponsibly by not socializing their dog properly, so that it can interact comfortably in our society, and allowing their improperly trained dogs to have access to the general public.

unfortunately, many people use a bad ass dog to help them compensate for their insecurities.  They intentionally make the dog large and aggressive, to feel the power of the fear it conveys, and don't have the foresight to see how that conditioning will cause the animal to behave in public.  It's tragic for the dog, who is conditioned for the behavior, and the unexpected people who are victimized by it.

They've linked aggression and genetics in dogs and foxes.

Our neighbor brother came into town his pit...it attacked our fence trying to get at my dog and kid. They get loose in our hood all the time. The last time I worried about an angry daschund? Never

But a poorly socialized pekingese bites and you shake it off your pant leg.

Small dogs actually send more people to the ER.  Really your chances are better getting hit by a car that attacked by a dog of any breed. Even slimmer with a specific one.

I used to have a peckingese when I was 10 years old.  He bit me on my nose and slapped him away.

Somewhere yes there is. Ironically,  I recall labs being the biggest offenders of the bigger breeds. It's probably because of there numbers and stereotype as well(People are less afraid of labs).
