They are probably trying to get him to a long-term deal below market value if they believe he will have a big year next season under Koetter and in a year where the RB market is non existent 

I wouldn't do that but I understand why you would try it.

they declined his option because at the time he was coming off two injury plagued piss poor seasons, it was so bad he was listed as 3rd team before the season. he played his way into their plans.
