What exactly do you mean by on the couch? He played all of the 2014 season with the Chiefs. In fact, he led them in INT's.

Also it isn't me saying Norman is worth that, it's the market for corners that says he's worth around 14 a season. 

Personally, I'd offer him a 4 year deal worth 55 million. 28.1 million guaranteed with about 12 in signing bonuses, another 16.1 in fully guaranteed salary in seasons 1 and 2. 

Seasons break down 7+3, 9.1+3, 11.83+3, 15.38+3. Average salary is right under 14 million. Follows NFL's contract rules that I know of.

That way if his play falls off after year 2 you can cut bait and save money in year 3 with a 6 million cap hit if cut compared to a total cap hit of nearly 15 million. 

I'd happily do that deal and I think his agent might as well, but you would probably have to shift $2M from the final year and add $1M to each of the first two years which would increase the guarantee to $30.1M. Low bonus and high initial year guarantees is the way a long term deal gets done if it happens. He gets the comfort of a ton of guaranteed money and injury protection and we get an out after two years if he underperforms. It's not ideal from either side and that's what makes it a good deal. No clear winner.

I thought he came in without being on a team. That's off the couch irregardless of who he played with the previous year. But I don't know if he came off their practice squad via waivers or what.

He was the Chiefs 3rd S in 2014, played in 15 games, starting 3, and finished with 3 INTs, leading the team. With Eric Berry coming back from cancer he was surplus to their needs and they let him go in free agency.
