Perhaps, but it is also very clearly a leverage tactic for negotiations with Nortman, otherwise why sign him so early?  If just a camp body, signing some UDFA after the draft will do just fine.  That is what we've done the past two years if I recall correctly.  (It is certainly what we did in 2015).

So this guy has to be "legit enough" to scare Nortman.  So he may be real competition for both Brad & Graham.   I like both of our kickers fairly well.  Not gonna complain if we keep them.  But I'm definitely glad there will be real competition for them, because we saw last season how amazingly well our team responded with real, intense competition at *almost* every position.  Kickers had little competition last season.  (Matt Wile may have been on the team for a total of 8 days in 3 separate stints or something...)  Competition this year is needed to avoid complacency.

I think I remember the Falcons doing the dual kicker/punter thing with Michael Koenen or some poo back in like 2006. That experiment failed miserably.

Did not fail. Nor did it fail with Anderson. In fact it is what got Michael his huge contract in Tampa.

IIRC Koenen was benched 2 or 3 games in. I might be thinking of something else, IDK.
