Why bother franchising Josh if we don't want him long term?

I dunno about giving any player 13 mil unless it's a QB. It's not the type of cash you just throw around because you'll end up in cap hell pretty quickly. But Josh is such a great player. No doubt the fear of him making plays didn't give opposing QBs many options. While some guys might not respect him as a shutdown guy because he's not a dedicated man to man cover corner in our scheme, his closing speed and ball skills are phenomenal. I wonder if he can be had for like 7-9 mil a year.
