he doesnt control the ads, they are random and based on what your shopping online habits.

I get the target ad on my mobile.  I all but stopped using CH on mobile because of it.  Unbearable.

Ads don't pop up if you use Google Chrome.

And if they do, you're using it wrong.

Clear your ad-related cookies. If you've visited Target.com, it could be an ad that Target has flighted that is following you.

I do not go to Target.com, I have not seen this ad myself.

I am all pro and use chrome and have not been to target.com on this android tablet ever.

Yet, i saw this full screen ad on every page i went to on the mobile site.  I restarted chrome and havent seen it since.

I have not been to Target.com and I got mugged  by that ad. It was weilding a bat and directing slurs at me.

I was one of the first to sign up for all pro last year, and still saw ads. Home and at work unfortunately.

Can also clear your windows temporary files to alleviate a lot of this as well.

Start>Run type in  --> %temp% <-- and delete all files in that folder that comes up.

Or choose search if on windows 8ish with the same procedure.

I have a ticket in to have it removed. Sometimes companies sneak in ads like that but they are quickly discovered and done away with.
