As far as designing your own blueprints. AutoCad can cost several thousand dollars. You could design them in a free student version but I think it would be illegal to turn them over to an Architect or even contractor. 

The way I remember it is you are allowed to design and build your own house without an engineering license. But if someone else designs or builds your house the blueprints must be signed off on by a licensed engineer. 

I worked in surveying for awhile and I did some large jobs, but nothing that large. Just the cost of marking the piers would be very costly. 

The work you are talking about is truly custom. There aren't many specs for houses over 7k square foot. Many builders will take out building plans and alter them to save money.Yours would have to start from scratch.
