Turns out they were from VA and it was all done as a joke to film a video. "Shark cages" were made out of PVC and painted silver to look like steel.

Went diving 10 miles off shore out of Little River 2 weeks ago.  Didn't see the first shark. And there was lots of bait fish around along with some barracuda,

I am disappoint.

Very cool - for some reason it took me by surprise a bit that there are Barracuda in this region. I always encounter them while swimming in the tropics or fishing off Florida's coast but never think of them here. Was that the area they call Barracuda Alley?

It is very close.  This was a site called the Charleston Tug.  Barracuda Alley is about 2 miles away.  Other than the tug, there are several armored personnel carriers nearby.
