The NFL can't do anything. Incidents prior to entrance to the NFL are not subject to discipline by the NFL. However, if something else happens he can be deemed a repeat DV offender.

It's the offseason, and this, believe it or not, is news. Big news actually. Read the story and this guy's history. Not only did he beat the tar out of his ex-girlfriend, but told the hotel employee he'd "hit her the same way", before shouldering her out of the way. That's called assault x2 and communicating treats. He's also been arrested for felony home invasion and Seahawks GM John Schneider said that he draws the line with hitting a woman but interviewed no one but Clark over this mess. Michigan chit canned him. It's heinous and despicable. How is this not news and how is everyone not up in arms?

Try much worse. Far worse. Infinitely worse. The witnesses and evidence backed Hardy. In this case the witnesses and evidence not only point to Clark, but there are two victims with the hotel employee.

As far as their decision to draft him-stupid. Not their first stupid decision, but they could have had him much later or maybe even as an UDFA. Suits me though.
