To be fair to Hardy his time off last year should count towards his suspension and then for this year he should be able to play in every game but maybe for the first 6 to 8 games he should be able to play but without pay. 

 

I think that would be a fair way to fix this problem

New policy wasn't in place when the offense was committed.

 

You can't be punished retroactively for a policy put in place after you committed the offense.
