Atlanta seems likely to make a jump in 2017 when it opens a new stadium. The Falcons also should benefit from playing in by far the largest metro area of any of the NFC South teams."

The NFL earned 1.15 billion dollars in sponsorships. That divided by 32 is roughly 36 million dollars. Every team that earns less than this is below average and that is apparently 14 teams.

That's what I figured, it only makes sense if you round it, not use the exact average down to the last dollar.
