It's based off the 'draft value' chart, so it has to do with where guys were picked, not how good they actually are.

I think it's talking about the value of where in each rd you are drafting, how many picks and where they are and voila total it all up=chart

I think it's saying Cleveland mathematically should have the best draft based on where they pick and the number of picks they have

I've looked over the chart a few times and I'm not sure what it's trying to prove either. LOL!

Things may seem that simple up in a little cubicle at Business Insider, but in a real draft war room, with cameras and reporters bearing down on you and millions of fans expecting you to pick their favorite player, things get a bit more complex than a simple value chart.

 

Draft BPA and have the buyers of your product scream for you to be fired

 

OR

 

Draft who the buyers of your product want and be fired after the season because the stoopid fan's draft-day messiah was a turd

The graph is showiny which teams have the highest projected point value, this, the most "spending power" in the 2015 Draft.
