On a punt, the kicking team cannot cross the line of scrimmage until the ball is punted, fair catches will not be permitted and any punt traveling at least 25 yards can be recovered by either team.

 

"You can be sure that no fan will get a drink or go to the bathroom during an XFL game," DeVito said. "When the punter lets fly, anything can happen. The strategic possibilities are endless."

 

To protect the punt-returner, he will be given a five-yard halo when the ball is in the air.

 

In games that go to overtime, each team will have at least one possession -- a maximum of four downs from the opposition's 20-yard line, unless a defensive touchdown is scored on the first possession.

 

However, if the first team scores a touchdown in fewer than four downs, the second team only gets that many plays to respond.

 

"We think we have come up with an innovative, unique and fair way to decide a game which is tied after regulation," said XFL vice president of football operations Mike Keller.

 

The XFL also abolished point-after kicks following touchdowns. Instead, teams will be forced to throw or run for an extra point from the opposition's 2-yard line.

 

Because the clock will run on all extra points, the defensive team can earn a point by returning an interception or fumble to the other team's end zone.

 

Similar to collegiate rules, a receiver or defender needs only one foot inbounds on a reception or interception, and a quarterback is deemed down only when his forward progress is halted, meaning there is no "in-the-grasp" rule.

 

XFL quarterbacks will be protected if they slide or give themselves up, and headslaps are illegal.

 

The league also has brought back the "bump and run," allowing defensive backs to make contact with receivers all the way down the field.

 

Also, the offensive team will be given 35 seconds between plays when the clock has been stopped and 25 seconds when there is no stoppage.

Not really about extra points but coming from the Owner's meeting:

 

Los Angeles
  • Albert Breer reports that the NFL will provide an update to teams regarding Los Angeles. Although, the Rams, Chargers and Raiders won’t be presenting their respective L.A. projects.
  • Breer points out that one dilemma for the league is that the Rams have the strongest project, but are also the least qualified of the three teams to move based on the leagues relocation criteria.
  • As things stand right now, the most likely outcome is to have two, not 3, teams in Southern California, which means either two teams in L.A. or one in San Diego and another one in LA, according to Breer.
  • The most interesting scenario regarding L.A. could be a situation where the Rams move to Los Angeles, the Chargers remain in San Diego and the Raiders move to St. Louis, per Breer.
  • Breer points out that a recent poll showed that the Rams have the most support in the city of Los Angeles among the three teams.

More on the relocation ideas:

 

Los Angeles

Sam Farmer of the Los Angeles Times reports that Rams owner Stan Kroenke will unveil his plans to build a $1.86-billion stadium for the Hollywood Park site in Inglewood to NFL owners this week.

According to Farmer, Kroenke’s plan would house two NFL franchises and includes two home locker rooms, identical sets of office space and two owners’ suites.

The Chargers and Raiders recently announced their plans to build and share a stadium in Carson, so there is a competing option for NFL owners to consider.

While Kroenke hasn’t announced his plans for the Rams, analysts believe it’s doubtful he would invest in this stadium if the Rams weren’t one of the two teams.

According to Michael David Smith of Pro Football Talk, there’s increasing buzz that the NFL could consider moving extra point attempts to the one-yard line.

The thinking is that this would create a greater incentive for teams to go for two following a touchdown.

In fact, NFL commissioner Roger Goodell confirmed to Peter King that “there’s a chance” they could consider making this change.

That's a good idea. Always seemed like a dickish policy to begin with. Let's punish the city whose people can't afford to attend the billionaire's event. I think the tv revenue has factored into this decision quite heavily.
