Is the 7 yard snap on field goals a rule or just the operating procedure all teams follow?

I ask because you would think an innovative ST coach would practice a different formation where the kicker can run up to the ball pre-snap like a kickoff in order to boot a really long field goal from say 60+.

No player can be moving toward the LOS at the snap, only parallel to or away from it. They'd have to make a special rule for that.
