Honestly Cam has weapons. Does he need more? Yes but he definitely has legit pieces around him and more so than other teams.

To me the Oline is what's more important. Cam has already shown he can make meh players look good. Just need him healthy and protected.

Our receiving corps is woefully missing speed and explosiveness. We are really missing effective experience too. Cotchery is so slow, and masquerading as a WR2 in a Shula offense that his experience is neutralized. We have threes, fours, and fives, outside of KB. We have less legitimate weapons than most teams, and that's one of the primary reasons why we keep getting knocked out of the playoffs .

Cap Hell is a myth, no point of having 60 million in cap space if you've created an environment where nobody wants to play for you.

The teams with the most cap space usually are the worst teams in the league. So it's nice that ol Dave wants a lot of cap space in 2018 but, cap space don't equal winning. Sometimes you have to get creative and stop using the Cap as an excuse.
