There's quite a few ways he doesn't return.

-If he commands more than vet minimum and gets it elsewhere

Getts doesn't and won't overpay. Other teams may.

-if we draft a returner/WR

We know what to expect out of Ginn as a receiver and it isn't much. This is a draft full of fast receivers. If gettle wants to build a new WR corps he could go the draft route for a returner instead of Ginn.

-A veteran returner/WR

There may be equal or even better prospects gettle has in mind.

I agree with the Eddie Royal comment.  He's in our price range and fills a WR and returner need in a much more upgraded fashion than Ginn.  Ginn wouldn't be terrible but we can do better. 

 

Royal is the WR I can realistically seeing DG target.  He becomes our 3rd option, we know we have a good PR on our hands, and then we don't need to force ourselves to draft a PR specialist that we have to bet on again.  This let's us just grab the best value out of a WR if one is the BPA at a pick.

I think there is one reason that you would not sign him---(playing Devil's advocate):

Even if he is cheap, a rookie is cheaper.  A rookie that has more upside.  Are we still filling gaps with 1-year contracts to free agency's misfits--and he would be considered damaged goods---or are we going to use that roster spot to develop young talent.  If Ginn is wearing a uniform, he is taking opportunity away from a young guy.

 

Having said that, the only way I bring Ginn back is as the #5 WR.

Ginn was a much better WR for us than Cotchery. He had the same yards per game as Cotchery even though he was the #3, and 5 times as many TDs.
