It can be but people have fallen further and survived. People regularly jump off the Golden Gate Bridge (220 ft) and survive. Vesna Vulović fell 33,000 (thirty three thousand!) feet and survived on January 26, 1972 albeit she was in the fuselage of an airplane at the time. Heck a friend of mine was booted out of the army after his chute didn't open and he fell ~25,000 feet during a HALO exercise, but while I believe him it may not be all that true.

*Can be lethal. The world record for cliff divers is 172 ft., I myself have witnessed 75 foot jumps and the divers walk away without injury.
