Out of all the starting tackles in the NFL...not free agency, which is an extremely slim market.

Yeah, he's the 7th ranked free agent LT, which isn't saying much.  I suspect a lot of guys on that list are not even starters.

There are some good players available in spots, but or the most part that list is hot garbage.

This might be kind of a lean year for free agents.
