He calls the plays after seeing the personnel on the field.

"Let me see... I only see Bersin out there... Power Route to Bersin!"

What? Haha no he doesn't. He controls everyone that goes on the field for each offensive play unless directly overruled by Rivera.

What you describe would be mindnumblingly retarded. Why would you have a setup where a coach had to call a play based on the players put onto the field by a completely different coach?

Edit: Positional coaches also have some input but ultimately it's Shula's decision.

Well according to Rivera, Newton has one or two "Shula Approved" audible options when allowed. Assuming this was the case, the hot route to stud receiver Bersin was the "check" that Shula allowed Newton to switch to from the favored run call. In either case, it's complete garbage.

Broken plays happen. They likely happen due to the QB.
