Yep. When the books get too many bets on one side they adjust the odds to try to induce wagers on the other side. In this case they want more money going to the Panthers to cover the spread. It's one of the ways they hedge against going broke: by keeping even money on both sides of the wagers.

It means all the bets are coming in on Seattle and they are continuing to raise the spread to make it less likely they will have to pay them as well as to get some money coming in on the Panthers.
