The cold delay is definitely weak sauce. This is something new apparently, within the last few years anyway.

The delay is usually related to wind chill. With a negative wind chill temp you can actually sustain damage to you body fairly quickly if not properly equipped. Kids stand outside waiting for the bus.

We had wind chill specific delays in Boone from time to time when I was a kid and I'm 31, so it's not a recent thing.
