The emphasis is on helmet to helmet contact... Thats supposed to be a penalty regardless. Problem is, it's only adhered to when it comes to quarterbacks and recievers.

I know my rules just fine.

When a running back lowers his helmet level while running a helmet to helmet call can't be made by rule.

It's because the defense was fooled and Cam had space/options.

 

Now, if Cam would have bowled over a defender, or a receiver would have had to make a spectacular catch, then it was player execution.
