It was by design per RR.  They planned on Harper being in for rushing downs and Godfrey for passing downs.  Since their run was going nowhere fast, Godfrey got more playing time due to them passing heavy.

And let's be honest: Smith got 80 of his yards on one play, and supposedly had some drops.
