I need an explaination. We're 28 as I know that now. Now what? We can decide to not get somebody?

If a player gets waived, teams put in a bid on him. The worst team gets first shot.

If no team puts a bid on him, he is free to go where he wants.

Like has been said, most teams will what until after the season officially starts. (Unless you really like the guy.) That way, the players contract is not guaranteed. If they wish, they can then cut him, and not owe him anything.
