What exactly would they fly in that could do any damage? Grenades only have a kill radius of 3 meters. And an IED won't have nearly the explosive power. Nerve gas? Maybe but it makes no sense to release it in a wide open area. The threat of terrorism is low anyways.

And then how many would be killed by being trampled as the stadium emptied?

 

I think the psychological effect of it would be crippling, which is the point of terrorism really I think?

Three meters would be just under 10'. Factor in the seats and actually getting it to land in a crowd. I would say you killed at most 3. Most people would probably think it was fireworks going off

Still more effort than it's worth. Much easier to buy an old windowless van, give an AK-47 to a suicide bomber and have him open fire into the crowd. When the police close in that's when the bomb in the van goes off

A few sticks of tnt, ball bearings or nails would certainly cover more than 10'. Matter of fact a drone could probably carry a significant amount of C4.
