I have always thought of "fait accompli" as "yeah too late...been decided.." Meaning I don't think it has a positive connotation. Or as someone said "it is what it is."

All kidding aside, usually it also conveys that the people it effects don't know a final decision was made before they were told.  Ron and Getts knew who the LT was going to be before BB and NC found out.
