Sudden rise in players with #1 jerseys

I've been noticing around the league that there's been a sudden rise in players with #1 jerseys(which is seldomly issued by teams) can Cam be attributed to this?

the only ones that can actually be used during the regular season are cam and vicks

That is Desean's practice jersey, he is #11 and Deanthony is allowed to wear #1 during preseason only because numbers weren't available.  Once cuts occur he will have to switch.  Just sayin'.

Those will change by the end of training camp/preseason. WRs/RBs aren't allowed numbers in the single digits.
