Cam's mechanics have always been somewhat raw due to his inexperience running a pro-style offense. Cam had operate the spread option attack at Blinn, Auburn, and a majority of his first two years in the NFL (Chud implementing the read option). So, you could argue that the 2013 season was really Cam's first year running a pro-style offense and making pro-style reads. As a result, Cam simply hasn't had the experience and reps to refine his pocket passing fundamentals. 
 
Compare Cam to a few of his peers like Matt Ryan, Andy Dalton, Andrew Luck, etc. They've all had 4 years of experience in college running pro-style offenses. Plenty of time to refine their pocket passing fundamentals like footwork.
 
And just for the record, I went back and looked at Cam's completion rates last season. According to this [article](http://www.nfl.com/news/story/0ap2000000335038/article/carolina-panthers-cam-newton-to-have-ankle-surgery), Cam rolled his ankle in the Week 10 49ers game. The first 8 games of the seaon, Cam had a 64.4% completion rate (154 completions/239 attempts). Including the Week 10 49ers game, the last 8 games of the season, Cam had a 58.9% completion rate (138 completions/238 attempts). It dropped by 5.5% after Cam rolled his ankle.

 

 

My theory is that this particular left ankle injury made his already raw mechanics absolutely sloppy down the stretch, and Cam's accuracy and consistency suffered as a result.
