the Heat are actually picking, but they are doing so for the Hornets - they're going to trade the rights to the players etc.  I think the Hornets did it this way in case someone they wanted got drafted 25th maybe?

The NBA made a dumb rule where trades aren't approved until after the draft is over. None of the trades are official just yet.
