I would think lack of rainfall would cause the jalapeños to concentrate hotness more. I took a golf class at WCU so I know these kind of things.

Just refrain from touching your eyes until you wash your hands (assuming that you do wash them afterwards, as I've seen many nasty motherfugers---men and women alike---come out the bathroom door at the job, just 10 secs after flushing).
