Not sure what you're trying to say here. My point is that it's not impossible that a WR or OT is there for us at the end of a round. Last year we drafted KB at the end of a round. You never know who will fall.

You don't know that. We were one pick away from getting the OT we wanted.

At the beginning of the draft process Shaq was a locked first round pick. He dropped because of his 40 time (he did great in other drills) and because people claim he's undersized. He's not undersized. The 40 time is overblown. He's still first round talent.

There wasn't an OT left for us. There isn't much of a difference between the WR talent available at 25 and the talent that will be there in round 2. The team obviously loved Shaq and felt like he'd make the biggest impact of the players that were left. Love the pick.

Did he? Maybe he just wasn't comfortable with that amount considering our current cap situation. That doesn't mean Jennings isn't worth that amount. Or maybe we offered the same but Jennings would rather play in Miami. $4 mil per is not a bad deal for a #2 WR
