Spending on players is governed by Financial Fair Play (FFP). Clubs are not allowed to spend a certain percentage above their earnings. So, the only limit to what a club can spend is dependent upon how well they are doing financially. To my knowledge, you can spend whatever you like on the manager. It does impact FFP though.
