I mean, if the NFL would give Charlotte an expansion team and have Ben Navarro own it, I'm fine with sending the Panthers to St. Louis, Portland, Texas, Toronto or London.

because his goal was to own an NFL team and he's accomplished it. The city doesn't matter, the year-to-year records definitely don't matter either. The only goals are to own an NFL team and get a big stadium to win the pissing contest. Once you realize that, it's far easier to rationalize everything he does (nothing) and doesn't do (anything smart).
