FL and Arizona have remained red for both cases and deaths though.

Yeah the "just quarantine those at risk" is not an option. Cant't trust Americans to wear a simple mask. We are going to trust all young people just to know who is at risk and stay away? Certain states and countries have shown what works. And its fairly simple.
