I don't buy the notion that the team is "dropping breadcrumbs". Nor should they. The team doesn't owe the fans advance information. And frankly, they'd be silly to let any such thing get out there given that other teams could be paying attention too. Huddle hissy fits aside, the fans will ultimately get behind whoever the team picks, including the people who actually silly and proclaim they'll stop being a fan.

Correct. Regardless of whether or not they have the will to say no, they don't have the power. That said, I don't think it would be necessary because all indications (and all sources not wrapped in a tinfall hat) have said the decision is theirs. Tepper himself admits he's not a football scout and has stated that he's not going to try to do their job.
