  4. Correct. Regardless of whether or not they have the will to say no, they don't have the power. That said, I don't think it would be necessary because all indications (and all sources not wrapped in a tinfall hat) have said the decision is theirs. Tepper himself admits he's not a football scout and has stated that he's not going to try to do their job.

  18. I'd call it the Aye Yi Yi test. If the physical was the only thing you judged the quarterback position by, then you might have a valid argument. It's not. In fact it's one of the least important things about playing quarterback at the pro level.
