    I think what it means is that Tepper was comingling funds. Using 1 company to pay another companies bills. I imagine this opens up the larger company, IE Panthers, to liability.

    This is a bad look for both Tepper and York county. I am guessing that Rock Hill attempted a rug pull half way through assuming Tepper would be to invested to pull out.
